too frequently commissioned after a serious incident - when the damage
has already been done. In the absence of a crisis, or when an organisation's
established security programme seems to be working, justifying an external
audit may sometimes appear unwarranted.

of procedures to deal with a variety of emergency scenarios such as
fire, flood, medical evacuations, strikes, civil unrest and military
conflicts.
