James Antal - Director
As Director of Security, Port of Tacoma, Washington, from 2003-2005
James focused on providing strategic security direction of the port’s
compliance with the ISPS Code. Specifically, he wrote and developed
the Port’s security assessment and plan, and received approval of the
plan by the US Coast Guard, the Recognized Security Organization. Furthermore,
he was instrumental in developing a port security training and exercise
program. This included conducting a full scale exercise that involved
over 350 police, military and emergency response personnel. As Port
Security Director, he developed and submitted $35M of grant proposals
that resulted in major physical security upgrades for the port, to include
a command center and 55 CCTV cameras covering 11 miles of port property.
He worked directly with port engineers and contractors to oversee the
physical security upgrade projects, ensuring sound physical security
standards were properly implemented and integrated. A member of
the national level, Port Security Committee for the Association of American
Port Authorities, he also participated in the U.S. Department of Homeland
Security, “Operation Safe Commerce” project team, which tested and developed
recommendations for improvements in supply chain security. The
project included visiting, coordinating and reviewing security with
shippers, freight forwarders, distribution centers, port terminal facilities
and various drayage companies in Thailand, Hong Kong and the United
States. Prior to serving as Port Security Director, James managed various security projects
in the US, Portugal and Tunisia for clients such as the US Department
of State and Citibank. Furthermore, he served in the US Marines for
twenty years as an infantry and intelligence officer assigned to various
leadership positions involving high level security projects at operational
and staff levels. Some highlights of his career include
commanding a Marine Security Force Company guarding NATO nuclear weapons
in Italy, serving as a guard officer at a naval magazine in the Philippines,
and performing military observer duties for the UN in Syria, Egypt,
and Mozambique. Additionally, James is a published author, an online professor with the American Military
University, plus a Certified Protection Professional (CPP). He
holds a BA in History and a Masters in Security Management.
Peter Alexander
Marine Security Consultant
Peter Alexander has a unique range of security experience accumulated
from nearly four decades of service initially attached to the Royal
Navy, followed by Customs & Excise and latterly with the Department
of Transport Security Division. His security expertise is intelligence,
protective security, investigative and law enforcement. He is very widely
travelled with worldwide contacts in both law enforcement and aviation
security fields.
Peter worked for MoD (Navy) from 1957 – 1967, first as a logistician supporting the
Naval Air Service, followed by three years with Naval Intelligence in
Aden attached to the Royal Navy. In 1967 he joined HM Customs &
Excise in the ‘Waterguard’ Preventive Service. He served at Portsmouth,
Southampton and Heathrow before joining the Investigation Division.
At Southampton he was involved in maritime anti-terrorist activities,
where he discovered and arrested a stowaway and later identified two
terrorists disguised as crewmembers. He was also at Southampton during
the inauguration of the Container Port and has been involved with sea-container
traffic from the outset. He has considerable experience with regard
to smuggling by container. As part of his anti-smuggling role he was
concerned with the logistics and the security of the global supply chain
and the integrity of sea-containers in general. In this context, he
contributed to designing a profile for detecting fraudulent Shipping
Bills and thus identifying suspect cargo consignments in sea-containers.
In 1978 he joined the Investigation Division as a Senior Officer where he managed
an operational hard drug target team.
Since taking early retirement from government service in 1995 he became an
independent security consultant and specialised in “Aviation and Maritime
Security Consultancy”.
Jeff Davies
Maritime Security Consultant
A former Royal Marine Commando, specialist trained in seaborne counter terrorism and
anti piracy operations. Since leaving the service, Jeff has spent 25
years in the security industry focusing on Maritime and Aviation Security.
Jeff holds a Masters Degree in Security & Risk Management,
together with DTR certificates for Management & Training in aviation
security. Jeff operated the forerunner to the ISPS Code for United States Military Pre-Positioning
Vessels on a global basis, training and operating small arms qualified
security officers to protect vessels on behalf of the US Marine Corp,
US Army and US Air Force, working alongside the NCIS and US Navy Seals.
Jeff created and managed specialist Emergency Response Teams providing
Fire Fighting and Rescue operations to Royal Navy vessels during refit
at Rosyth Royal Dockyard. He trained at the Scottish International Fire
Fighting School in Edinburgh, UK in Advanced Marine Fire Fighting, Command
& Control, and Confined Space Rescue.
Further experience has been gained consulting for the aviation industry
in the Middle East liaising with the GCAA & ICAO on landside/airside
security. Jeff’s specialities are security & fire operations combined
with threat & risk analyses, with the ability to create tailor‑made
operational & training solutions.
Philippe Nicolas
Maritime Security Specialist
Following ten years service with the Belgian Commando Parachute Unit,
leaving the Army with the rank of Captain, Philippe has worked for the
past 15 years in the private security sector. To gain international
experience, he took up a position in the Democratic Republic of Congo
as Security Operations Manager for the largest diamond mine in the country
and then was employed as Corporate Security Consultant for “Compagnie
des bauxites de Guinée”, the largest mining group in Guinea. As a result
of the terrorist attack against the Saad Group compound in Saudi
Arabia in May 2004, Philippe
was contracted to enhance the Group's security arrangements. Since the
end of 2004, he has been employed by SSI and is based in Djibouti to
finalise the Djibouti Port Compliance with ISPS Code and to organize
and manage the Port Security Department. Philippe is Belgian and bilingual
in French and English. He has extensive experience working in Africa
and within multi ethnical/cultural environments.
Derek Rawle
Security Technologies
Derek joined British Airways as Senior Security Advisor (Technical)
in 1994 and was responsible for the specification of all security systems
worldwide. During this time, he managed major security projects including
security systems for BA’s new corporate headquarters, new cargo
centre and the BA London Eye. As part of a major loss reduction programme,
Derek specified and developed an advanced digital CCTV system for the
existing cargo sheds at Heathrow which, at the time, was the largest
digital system in the UK. Similar systems have since been installed
in various overseas locations, together with the facility to remotely
monitor the CCTV images from Heathrow. The introduction of these systems
resulted in a significant reduction in the losses of cargo.
Derek holds an honours degree in electronic engineering and spent much
of his early career with Westinghouse USA working within the nuclear
power industry. In 1986, Derek was appointed Lead Instrument Engineer
responsible for Control and Communication studies for the Channel Tunnel.
This involved leading a group of seven engineers of various disciplines
to study the requirements of the Tunnel complex for Radio, Data Transmission,
and Road / Rail Traffic management. In 1990, he was appointed Security
Technical Equipment Projects Manager, Eurotunnel, where he was responsible
for the specification, tender evaluation and project management of security
systems valued at >$6m that included a comprehensive intruder detection
system, CCTV surveillance and an integrated access control system. Derek
now consults widely on aviation and key installation security, and advises
on the introduction to security technologies.
Hymie Warmbath
HSE Marine Consultant
Hymie is a former British Merchant Navy Navigator and Deck Officer,
and for ~20 years was responsible for the safe carriage of raw and manufactured
products, including bulk oil, worldwide. Since leaving the service he
has focussed on H. S & E, primarily within the offshore oil and
gas industry. Hymie has undertaken a variety of H.S& E consulting
assignments from project inception to production in Europe, Asia, and
the Far East. Hymie possesses unique insight into Loss Prevention and
Occupational Safety and considers these fully complementary elements
of any effective Safety Management System. Hymie’s areas of specialty
include: H. S & E Plans and Procedures, Evacuation Planning, Contractor
Vetting/Pre-qualification, HS & E Records and Administrative Systems.
